Editorial

India Shining was the political slogan of the governing Bharatiya Janata Party (BJP) at the 2004 national election. While the slogan then described a country that was growing in real terms at 7.5% a year, it did not prevent the BJP from losing the election against the Congress Party. Fifteen years later, we have just seen the exact opposite. India's shine has faded substantially. According to some estimates, the 6.7% nominal growth rate observed in the country in 2019 has been the lowest since 1978, and the 4.9% real growth rate has been the lowest since the global economic downturn of 2008. Nonetheless, in spite of being in power since 2014, the BJP government won one of the most resounding electoral victories ever observed in post-independence India. Hence, while India does not seem to be shining any more, it remains as incredible as ever! Read more

It is with great sadness that we announce the death of Jean DELOCHE, which occurred on December 3, 2019 in Pondicherry. Born on 19 September 1929 in Grand-Bornand (Haute Savoie), he had recently celebrated his 90th birthday Read more

Given a profile of preferences on a set of alternatives, a majority relation is a complete binary relation that agrees with the strict preference of a strict majority of these preferences whenever such strict strict majority is observed. We show that a majority binary relation is, among all conceivable binary relations, the most representative of the profile of preferences from which it emanates. We define "the most representative" to mean "the closest in the aggregate". This requires a definition of what it means for a pair of preferences to be closer to each other then another. read more

In order to foster awareness on the importance of tourism and its social, cultural, political and economic value, the French Institute of Pondicherry (IFP) and the Department of Tourism, Puducherry jointly organised a Photo Exhibition from September 27-29, 2019, on the occasion of World Tourism Day. The exhibition was held at the Puducherry Art and Craft Village as well as at the IFP. read more
