Women’s empowerment through public policies

This presentation ends a four months research on the public scheme "Mahalir Thittam" (Women scheme). The goal of this scheme is the women ’s empowerment thanks to self-help groups (SHG) formation. To reach this goal, it involves Government agencies, NGOs and banks to form and train SHGs .
The main objectives of this demonstration are
To identify the main stakeholders involved in this scheme, from the agenda settlement to the implementation :
- Multilateral actor as the IFAD
- Government stakeholder as the Tamil Nadu Corporation for the Development of Women
- Members of the civil society, as the selected NGOs and the Self-Help Groups.
- Private actors as the banks
To analyse the modalities and the specificities of their relationships:
- How can we define their partnership : is it a simple linkage or a deep collaboration?
- Can we speak about a subordination of the civil society to the Government?
To deduce the impacts of such a relationship on the scheme.
