The water demand has been increasing all over the world for agricultural, urban and industrial needs and India is no exception in this scenario. Despite the technological progress which allows man to develop storage, transport and drilling capacities, increasing water needs are not systematically met. Water is indeed a limited (and limiting) resource, with a fluctuating spatial and temporal availability. Competitive situations, degradation of water availability, conflicts in sharing are becoming more frequent and create a stress on the resource. How to reduce this stress? Is it a question of management of the demand, of water allocation?

We propose in this seminar to focus on the spatial dimension of water use and management. Indeed, with the new technologies, man has shifted the available resource farther both in term of time or/and space and has drawn some new areas of water use. The spatial dynamics of water access evolves, and we refer here to various situations such as: urban-periurban, urban-rural, within cities, downstream/ upstream issues within a watershed, or between States, or within an irrigation system or even within a village. Man has then created new areas of conflict and competitive claims of the resource. Did this lead to the definition of new spaces for water management or, on the contrary, is the lack of such new spaces one of the reasons of the water crisis? How does the governance of water, dealing with the present challenges of sharing such a precious resource, integrate these new spatial dimensions? These questions will be discussed through three sessions :

Session 1 : Spatial dynamics of water use This session will deal with the spatial variability of water availability or supply, the more or less local specific characteristic of water use, and mapping as a tool to show the changes in the practices of water uses, either in rural area or in cities. Maps and images get indeed an increasing room in reports and projects. How do these maps help to show the changes, to point out the water issue and are they put to best use in policy making?

Session 2 : Competitve claim - Reducing stress The increasing needs of a limited resource bring forward competitive situations : intersectorial and intrasectorial ones (urban and peri-urban competition, industrial and agricultural competition). These situations will be described and solutions to reduce the stress on the resource pointed out. These can relate to technical, legal, economic, managerial solutions.

Session 3 : Social and spatial units of water governance The social management of water will be the central part of this session. Various scale of water management will be presented (basin, watershed, village community,etc) and the discussions will focuse on the scale water has to be managed. Some other questions will raise : What is the relation between the spatial unit of water use and the social unit of water management? Do these two have to be correlated? What is the implication for the policies?
