The first roundtable theme explores how factors in the research environment shape policy research in India. Participants will discuss research quality, research influence, the uptake of and openness to policy research, and other key trends in the research setting. Participants will explore policy research demand and supply factors and how both influence the use of research (or the ability of research to foster : dialogue, reasoned debate and dissent, evidence based decision making, and sounder development choices). The moderator will call upon individuals to speak to particular questions and foster discussion among the broader group.

The focus of the roundtable will now shift from the institutional to the organizational context. Roundtable participants will discuss the challenges and opportunities of policy research organizations in India.

The sessions on the second day of the workshop begin with short paper presentations, followed by discussion on the papers and more open discussion on related issues and themes.

The presentation will analyze how Policy Research Organizations (PROs) developed in India in the post-colonial period and explore the key historical and political factors in their. The presentation will include the policy ambit and political significance of PRO’s and how the nature of the State and policy formulation and implementation processes influence and shape the nature of policy research organizations and the research / policy nexus.

The analysis of Annual Reports of a sample of policy research organizations will explore the areas in which research is being carried out, the funders of research, the time spent on individual studies, the topics on which seminars are held and attended, and suggest ways in which institutes appear to view ‘successful performance’.

The presentation will examine some broad trends around social science research outputs in India and identify the institutions and individuals active in social science research. Further, the paper will attempt to juxtapose this analysis with the policy research environment

Moderator : Harsh Sethi
The efficacy of policy research can be enhanced with involvement in real world struggles and activism. The presentation will explore the interface between research and activism and the influence of the latter in shaping policy research environment in India. The discussion will explore the role of NGO’s, activists, advocacy groups, in the policy / research process in India and how they generate, use, and support the use of research to inform policy making.
